#2 is the better balanced shot in my opinion. It would process up quite ok as it probably needs a bit more separation/contrast between the building and the sky. The shot certainly portrays dryness and I guess the reason for that is the heat!

I also prefer the second image. It might work well with a contrast/saturation boost and a painting effect applied, if you like that sort of thing.

May I offer some thoughts so that this pic doesn't have a qwik ride to the bin ...
CC in PSE ... Levels 0>60; 255>235; mid pt 1,0>0.85 ... Sat'n +20% ... crop to 2:1 format
Ummm .... there is some image resizing going on here that I was not expecting ....
