Thanks Hans. I have 2 versions. One is what you see using Twirls and the other is just using Zoom. It uses the Mezzotint filter with several radial blur applications and then you just mask out what you want. They are in my "Fun Stuff" actions https://www.isacimages.com/Photoshop-Actions.html
I suppose you can use them on any image but better if the subject is centre of attention. I've used the Zoom one on landscapes which work well. When you click on the Fun Stuff actions thumbnail the bottom left image is the Zoom effect.
