I think it's a whistling kite.
This is from last year when we did part of the Yuraygir Coastal Walk. I was looking at a large group of spoonbills at Sandon River when I heard a commotion overhead. Looking up a masked lapwing and the kite were having a bit of an altercation. I grabbed a few quick shots hoping to capture both birds but only got the kite and just the blurred end of the lapwings wing.
