Interesting image but very dark eaglem, particularly against the white background of my browser. It looks better against the dark background I get if I click on the image. I think I'd like to see the highlights (?) a little brighter without losing the dark shadows and background and velvety look.

100% what Alan said eaglem. I do get your approach on this but a tad brighter on the reds only would make it pop. Just a Curves Layer and on the RED channel, slide the White Input Slider to around 100. That way you don't change the darks. Others may chime in with their own ideas.

Dodge tool is really not for that but if it works - well and good. With dodge and burn try using new 50% grey layers. Set Dodge to OVERLAY and the Burn to SOFT LIGHT. Use a soft brush (20% Opacity / 20% Flow) and paint with White on Dodge layer and Black on Burn layer. I wrote an action which creates the layers in a group and sets the brush to the right settings - if you want it grab it here: https://www.isacimages.com/Photoshop-Actions.html it in the Luminosity Masks action set. It is a non destructive method.
Also next time, try the Curves, it's very powerful.
