I think the limited colours have helped this to be appealing to the eye ..... the colour of the frame mat is also pulled from the image itself.

Editing a comment
Duplicate > spherize (distort filter) top copy > make a selection > add bevel > blur background copy > frame
Can't remember the specifics, but that is roughly what was done.
