F 0 usually indicates an error on a Sigma lens. When you look at this fellows EXIF data it looks to be edited. Otherwise yes he doing what I would like to do but without the overlays and PS double exposures. Lens-baby lenses come with F stop plates and when you remove or shoot without the plates the camera will register F0 very unusual. But looking at his photo's I'd say he is using Lens Baby or some sort of other lens possibly Holga or the like. I do have a shot similar I'll post that here when I dig it up. Cheer
