Open Image

Duplicate Layer

Image>Adjust>Desaturate

Duplicate Layer

Image>Invert

In Layers Palette choose Colour Dodge Mode (Window will go White)

Then Play with Filter>Blur>Gaussian or Motion strength

Not all Images are suitable, as you would know.
