Having a play with the "Lighting Effects Filter" in PS again.
Those with PS ... Filter>Render>Lighting Effects ... "That's for CS6, other version maybe similar? "

Gives a good result on the monument, a bit too much on the light for me. Would be very effective if you could turn that light post around and make it look like the light over the monument was coming from that.
