I just googled to see if PSE offered anything like this but had no luck, sorry. I learned that it is a new feature in CS5 so that's why I hadn't come across it before.
Do you guys have a smudge brush in PSE? You can do similar stuff with that brush, but unfortunately it doesn't mix the colours so well.
Bit of a bummer eh?
